Strengthening Anti-Corruption Systems and Responses in Nigeria's Private Sector

The Integrity Organisation (Integrity) received funding from MacArthur Foundation to promote integrity and strengthen anti-corruption compliance systems and responses in Nigeria's private sector. The project is designed to target associations and groupings of business intermediaries (such as accountants, lawyers, bankers, etc.) and micro, small and medium-sized enterprises (MSMEs) (many of whom are in the supply chains of larger companies) operating in Nigeria. The goal of the project is to get more professionals and business actors to adopt en-masse independently verifiable ethical standards of behaviour to prevent corruption in the private sector. Independent monitoring and evaluation (M&E) is essential to assess the project's impact, identify learning opportunities, and ensure accountability to stakeholders.

Donor Level Theory of Change: Integrity is funded by MacArthur Foundation through the “On Nigeria” project. The project’s theory of change posits that IF civil society organisations (CSOs) and other actors have the capacity and work together to expose corruption and demand action (“voice”), AND IF actors such as schools, distribution companies (DISCOs), and government officials or regulators in the targeted sectors and the judiciary at state and federal levels have capacity and incentives to create and enforce appropriate anticorruption measures (“teeth”), THEN successful anticorruption initiatives will take place, reducing corruption and improving service delivery in targeted sectors and geographic locations. By experiencing tangible improvements in anticorruption actions, and education and electricity services as a result of the government and citizens’ efforts, Nigerians’ expectations about corruption will change. They will be less likely to tolerate corruption related to sectors of focus, and demand both the services they are entitled to and greater anticorruption efforts. IF stakeholders’ capacity, influence, and demand for accountability and transparency are increased and sustained, THEN gains will be institutionalised.
Programme Level Theory of Change: The project’s theory of change assumes that corruption prevention and reduction can be achieved through collective action between business, government, and civil society to strengthen regulatory activities (collaboration). Specifically, activities under the project are designed to set/strengthen standards, gather compliance information, and work towards behaviour modification. In implementing this project, the plan is to leverage key partnerships with government institutions and other scale agents such as business membership organisations (BMOs) such as the Lagos Chamber of Commerce & Industry (LCCI), Justice Reform Project (JRP), and Nigeria Bar Association (NBA) to drive up ethical practices and standards, leading to increased enforcement of standards (teeth), capacity building for professionals to meet standards, and empower service users to demand better services.

The M&E Expert is expected to incorporate an assessment of the extent to which Integrity’s project delivered on the key objectives of the On Nigeria project. The objectives are as follows:
Capacity Building: Level of progress towards developing the capacity of beneficiaries and actors to work on issues of accountability, transparency, and governance.
Evidence of Collaboration: Level of progress towards collaboration within cohort and with project stakeholders (regulators, professionals, BMOs) on issues of accountability, transparency, and governance.
Voice: Level of progress towards empowering stakeholders (regulators, members of the public, service users) to raise awareness, advocate, monitor, amplify commitments to transparency, accountability and governance.
Teeth: Level of progress towards empowering regulatory stakeholders to do their work, leveraging tools for compliance monitoring of issues of governance, transparency, and accountability.
Gender Equity and Social Inclusion (GESI): Demonstrate evidence of inclusion in Integrity’s planning, thinking and doing on project delivery.

Integrity is seeking proposals from qualified Monitoring and Evaluation (M&E) experts to conduct a comprehensive assessment of its project. The M&E Expert will be responsible for designing and implementing a robust M&E framework to measure the project’s effectiveness and impact. The technical support will include the development of a project M&E Plan, defining appropriate data collection methods and reporting of project results. The support will establish processes for data gathering for evaluation and data verification. Finally, the technical support will provide advice to the implementation team on the analysis of data generated by the project, its use towards project improvement, and defining ways in which data is to be disseminated to project stakeholders and beneficiaries.
The technical support services will be required over a period of just under six (6) months, beginning February 2025 until August 2025.

Liaise with Integrity’s programme delivery team to identify and understand existing data and project progress reports from the project’s inception, including the feedback to those reports from MacArthur Foundation through their Fluxx system. The objective is to enable the M&E Expert to gain insights on the reflections and feedback from the donor in respect of project implementation and adaption over the project period. Post Contract Signing.
Design of an appropriate M&E Framework that will effectively, accurately, and efficiently collect, synthesize, and analyse the required data to report on level of accomplishment of the project’s theory of change indicators and the Results Framework jointly agreed with the implementing team; define M&E coordination functions and roles; and plan for data flow and data management. Timing: Due February 28, 2025.
Develop an M&E workplan which should include M&E activities, milestones, and target dates for data collection, reviews, and reporting. It would be necessary to develop the plan in conjunction with the project delivery team, including some M&E capacity building for key staff to understand how to provide support to the expert. Timing: Due March 11, 2025.
Stakeholder Engagement with project stakeholders to gather feedback, understand their perspectives, and incorporate their input into the M&E report. Timing: Jointly agreed with Expert.
M&E Reporting by preparing a full report detailing findings, lessons learned, and recommendations for stakeholders, including donor and project partners. Timing: Jointly agreed with Expert. 6. Qualifications and Expert.

The successful applicant will have proven expertise in evaluating governance, compliance, and anti-corruption initiatives, with a proven track record of assessing multi-faceted projects.
Essential Experience:
The individual or firm should have at least 15 years’ experience and specialisation providing monitoring and evaluation technical advice and support; designing and developing M&E systems including data collection tools and systems, and the production of quality M&E products in the Nigeria context.
Understanding of statistical analysis, including designing, sampling, strategies, and proficiency in statistical packages or other analytical tools. • Previous experience providing similar services to international organisations, NGOs and governments.
Master’s degree in public policy, social sciences, development studies, public health, or another relevant area. • Fluency and excellent communication skills (both written and verbal) in the English language.
Desirable Experience: Familiarity with Nigeria's private sector landscape and anticorruption initiatives is a plus.
